I just saw the child and his mother interviewed on Good Morning America. The kid admits that he "sort of" meant it when he threatened to kill the teachers with the broken stick. He was kind of scary.
I don't know what the answer is, but I feel sure that the police would be in even more hot water if they had used the amount of physical force it obviously would have taken to subdue this out-of-control child.
