It's the bank - the card I use has no transaction fees w/ Kobo (another refuses to allow purchases, due to being a non-US company).
But, the penny authorizations are running thru even for free purchases, which is what keeps getting flagged by the credit card company. I don't know if having a gift balance would prevent that activity.
