No, I'm sorry, but I can't agree. If the law says that, under specified circumstances, an ISP has to withdraw their service from the customer, the ISP has absolutely no choice in the matter; they are not "administering punishment". The law is. Do you think that the ISP will want to do so? They will be losing money as a result, after all.

And, as I keep saying, and you keep ignoring, this is NOT the current law. It's pointless to speculate about what MAY happen in the future. The equivalent French law has not resulted in (seemingly) anyone losing their service. I see no reason to suppose that our (hypothetical) law will do, either, despite your claims to the contrary.
