If he's providing the story for free (as he is), it is considered acceptable to most copyright laws (he is not directly profiting off of someone else's property). It makes his story nothing more than fan-fiction.
He could be doing it for purely promotional purposes, to gain a larger following for his for-profit writing, or to show the copyright owners that he can write
Firefly stories, with hopes to get a contract to write more for profit. This, too, is considered acceptable by most copyright laws.
