I honestly don't think there is a perfect device for PDF at this moment but iPad+Goodreader is the closest thing you can get. It is fast when turning pages, has annotations, reflow, it is just good.

Kindle DXG is a good alternative but no annotations and once you have "tasted" the iPad you will find it slow. But it is good and has a good screen size. Better battery life than iPad by the way (several weeks)

Anything else will be or too expensive or painfully slow, or too small, so you will have to scroll up and down several times. That's annoying, at least for me.
