Yes, you can drop a zipped html file (w/css, any images, etc.) onto KindleGen--just drag and drop it on the exe file in whatever folder the exe is in, you don't need to run it from the Command Line, OR you can download Kindle Previewer, which is a KindleGen GUI, and you can convert ePUBs (properly-constructed) or zipped html through that.
