What if they held back on reporting some of the infringing files so that they could file another report at a later date? You would need to remove them all to be safe, but a lot of people would only remove the ones that were stated in the first complaint.

VERO abusers do this sort of thing all the time on Ebay, and given the past antics of the entertainment industry it wouldn't surprise me if it became common practice under the DEA too.
