In practical terms I think it will be great if they run it like their ebook store. Currently all your purchased ebooks are in your account and kept on Amazon servers. Buy a new Kindle and download all your purchased content. Hopefully the same will happen with the Android store, buy apps and they keep a copy for you.
Think iTunes, you buy an app or song....best keep a copy because if you delete it by mistake best pull out the credit card and buy it again. I recently did a factory reset on my android phone, and all the apps I had previously downloaded (all free) were gone from my phone which is fine, but when I logged into the Android market it listed the apps I had previously downloaded as "recommended" and the next time I logged in to the android market the list was gone. Buggered if I know all the apps I had on there.
