If they are fresh graduates then they should be thouroughly capable of making correct change. Ask about the policy and express your displeasure, and the fact that you only cam in a second time to see if the experience from the first time was repeated. They should want repeat customers, and if their policy IS to not give exact change that should be posted quite prominantly so that you have the option of walking out before ordering, thus depriving them of a sale.
