Your friend was a genius! Here I set my clocks 15 minutes late so I am surprised when people are only 15 minutes late, the rule of thumb here seems to be "If I
get to the meeting, I am on time. We call it Malaysian time, when I set up meetings, I always tell people to be there on time, if they are late I fine them RM1/minute (.30 USD) and I tell them that the meeting is 15 minutes before I plan on arriving. I used to have a "Tip" jar that actually paid for all my drinks at the end of the year. I have had meetings where if we were in Canada I would have just fired the people that were always late, I wasn't allowed to do that so I quit

Now my company only has one employee and I'd love to fire him almost every day, he is so lazy, but I can't fire myself.
People here have no respect for your time, but if you make them wait they get very pissed off. My personal rule is that if I am going to be late, I will arrange to reschedule the meeting. I have only had to reschedule 1 meeting and that was becaus the roads were flooded with 3 feet of water and I didn't have a boat.
