Magnificent guess! And completely correct.
The movie was made in 1940. They recycled those mid-19th century hoop skirts, etc, and shoved them into a Regency story. Bizarre, looking back. They almost recycled Vivien Leigh and Clark Gable, too, for the lead roles.
