Not sure how they would be able to. The radio and software isn't altered in any way - just the piece of metal that's between it and the cell tower. Also, the only hardware change-up would be disconnecting one cord and (with a small hole on the back of the Kindle, void warranty of course) connecting another one. Nothing in the SIM card is touched.

that's definitely true in the city or other dense area. My thought was something like a really high-gain antenna in a very rural area. Something like this 10dBi quad-band patch antenna:
