In my experience this is how it works if you have a gift card but no CC on file: For one-click purchases for myself, it just goes through and charges the gift card. For gifted ebooks and pre-orders (even the free ones) it requires a CC on file. I know the reason for the pre-order is because their system does not charge for pre-orders until delivery and does not differentiate between freebies and ones that cost. I believe that gifted books are also not charged until the gift is claimed. In both cases, a customer could spend down their gift card balance before that happens, so Amazon makes sure a valid payment method is on file in case the gift card is empty when the time comes.
