The selection is actually in a more logical location, since I assume that, like me, most people tend to open more new tabs than new windows. By the end of the week, it should be second nature.

It was second nature to me in about half-an-hour, but that may be because I said "Of course! Why wasn't this done years ago?". If you are going to use a tabbed browser in the first place, it's a reasonable supposition that what you want to open is a tab, not a window.
Those using keyboard shortcuts likely never noticed, as Control-N has always opened a new windows, and Control-T has always opened a new tab.
And I seldom use that menu in any case. I open my bookmarks file in the Sidebar, and the default action on clicking one is open in new tab. (I use the Tab Mix Plus addon, which can force
everything to open in a new tab.)
