Part of the development effort was to provide that flexibility.

Right-click the Menu Bar, and choose Customize. You'll see something like this:


Note that the Reload and Stop buttons appear between the Nav box and the Search box. Drag and drop them where you like. The same is true for any other button there.

If you want the Stop/Reload functionality combined, and which is shown depends on what's happening, there's a CSS hack I used under FF3 that I believe still works. (I don't have a problem with the current layout, and haven't checked.)
