It was VERY effective and I doubt that it would have done permanent damage as it would have been just to vapors and not the actual liquid that got them.

You should have found something truly rotten smelling they could have taken back home as well, something that would have stuck to their coat and required a bath or two to remove. It sounds like their owner is in just as much need of being educated as the dogs themselves.
