I think the affect is olfactory. Cloudy ammonia smell, suddenly released directly up the nose of a dog as it pierces a well-sealed bag, is possibly like having two, screaming, sparking, black-smoking, freight trains released up your nostrils on an ugly collision course with your hindbrain. I suspect it would be a reasonable (though relatively harmless) dissuasion.
