Both y'all and all y'all are singular. Y'all is more casual, as in the sentence, "Y'all come back soon, now, ya' hear?" (Side-note: hear, of course, has two syllables.) All y'all is considered more formal, and generally reserved for matters of official business; as in the sentence, "What we need is to get all y'all brainiacs working together on this here project." (Here also has two syllables.)
