Just to be clear, he doesn't have to be connected to the internet to use an internet browser
I'm going to assume he's using either a Windows or Mac computer, in which case he has an internet browser.
As Elfwreck says above, you can send him on a disc the install file for Firefox and the ePub reader add-on.
