The Ignore option (ignore formats that match existing formats and keep the existing format) is the original design for Automerge. There are two additional newer options, which are to Overwrite the existing format or to Create a New Record. For any of the three to operate, you need to turn on Automerge and select the desired Automerge option you want.
It won't have any effect unless the author matches the existing book exactly and the title is very similar (capitalization, indefinite articles and punctuation are all ignored, everything else must match). The author/title are taken from either the filename or the internal metadata according to the other option on that same page that controls where Calibre gets metadata for a new book..
