Anything that will run (the inferior) Microsoft Journal. There is a (superior) knockoff called Xournal. Most Linux-based devices can run Xournal.

I've just learned that Xournal is available (through sourceforge) for Windows. It's amazingly good on my Samsung Q1 Ultra.
