I agree with you, PDF was not designed to be used on smaller sizes. But the problem is that technical texts (maths, physics, that kind of things) are released in pdf, and converting these documents in something better suited for e-readers, like epub, just doesn't work: formulas get all mixed up with the text, which makes the document unreadable.
Producing a device able to deal with PDF's is not impossible though: I often read those PDF's on my 12'' laptop (which is also smaller than A4) without any display problems, as the width of the screen is large enough to display the full width of an A4 PDF at scale 1:1, and scrolling down is not a problem
