I think they mean you to infer that the standards for the internal cover are at a minimum the same as for the marketing?

Anyway, just go with 600x800*. That's the exact pixel dimensions of a Kindle screen, at least according to the screenshots I've taken from my K2 model.

* Unless you're making a fancy Audio/Video/Enhanced title that's meant to be seen on an iPad or DX. In which case go bigger.
