That's significant. In terms of what is taking place, it's the same as e-mailing a book to a specific person, but clearly not broadcasting, which is FCC's purview. And Amazon is only one distribution channel, so it's pointless for the FCC to crack down on the one and ignore all others.

We're more likely to see certain books banned by the government, in any format, than seeing the FCC regulate one channel for e-book distribution. If there's any "threat" here, it's not from Amazon.
