Not really. In German speaking countries of Europe they have "Onleihe" (a portmanteau of Online + Leihe, the German word for loan), but they are as much a regional monopolist as Overdrive seems to be in the US.

I suspect other countries have similar systems, but I am not aware of much competition in that field. (I'd love to learn more.)
