Sellers do need the protection... even using PayPal, if a buyer claims non-delivery and an item is sent without signed-for proof of receipt then PayPal (and Credit Card companies) will just take the payment back from the seller who is now out the item sold and the money paid for it... since a lot of sellers are small businesses, it doesn't take much to have a serious impact on any profit margins. This probably doesn't worry you but it does worry sellers which is why you have the difficulties getting grey imports to you country...

I know the sellers need to protect themselves against fraudsters who might order something and pay for it and then claim it never arrived and ask for another so as to get two for the price of one, but I seriously doubt there's lots of those because that can't be that profitable so they could just so they could just drown the loss in the profit from the much greater number of honest customers.
