Yes, after talking with a friend whose husband is a librarian, what they're planning on doing is waiting till the popularity of a title dies down before they buy an ebook copy, so the only way to get a popular new release will be though hard copies. I agree with the poster who said HC is trying to kill or severely limit ebook lending. I mean the biggest lenders of books in the world are libraries.
