Are you near an optician? They have these tiny instruments.
Or you could try to insert a tiny toothpick in the broken part - carefully let some superglue run down along that toothpick - let it harden and try to lift the toothpick and broken piece out.
Probably the metal spring inside the telephone has gripped that jacket, so there will be too much resistance to get it out with a toothpick.
I think the optician would be your best bet. Good luck
