I think you're grossly over-estimating its cost. The EVDO chipset that the Kindle uses probably costs well under $10. The screen is the main cost - a 6" eInk screen costs something of the order of $250 from the manufacturer and probably accounts for at least $300 of the Kindle's $400 price-tag. You cannot currently build a 6" eInk device which retails for $200.
It may have knocked $10-20 off the price of the Kindle not to have had EVDO. Are you really that bothered about that amount?
