Assuming you are using iBooks, you can double tap any image in a book and iBooks will display it in a viewer full size where you can enlarge/shrink or otherwise scroll around the image.

I tend to save the images full size in the epub but set them to a smaller but readable size when displayed on the page and use the double tap if I want to be able to zoom into the detail.
