It's not "regional"; that's the whole point. Cornish Pasty makers argued successfully that only pasties made in Cornwall can be called "Cornish Pasties", just as only sparkling wine from the Champagne region of France can be called "Champaign". Spotted dick has no particular locality associated with it.
