It is not a problem with the cable. It is a problem with the charger. To correct the problem you will need to replace the charger.

Most (all?) Nook Color accessories are shipped internationally. Put the charger in the B&N shopping cart and test if you are allowed to choose international shipping.
If the charger is shipped internationally, I assume that B&N will be able to send you a replacement charger.

Otherwise you could use an US mailforwarding address from Borderlinx or USunlocked, but shipping that way is usually quite expensive for small items like this.
