Not quite, content-resellers cannot afford it, especially with the equal-pricing part of the rules. However, content-owners should be fine, they probably (and for publishers for sure) pay similar amounts anyway to get their product to the consumer.
So basically this move could be interpreted as an attempt of apple to remove the intermediaries. In a similar way (and with similar contracts) as Amazon tries to get authors to 'publish' directly with them.
