This is true only to an extent. You need to be able to articulate the beliefs, feelings, fears, and aspirations back to your constituents. Something you say has to resonate in the hearts and minds of the voters.
However, in California we had Arnold Schwarzenegger as our governor for almost seven years. I don't know if you have seen any of his movies, but he doesn't speak English. I mean, come on, the guy couldn't even correctly pronounce the name of the state he was governing.
Needless to say, our election of Arnold proves that California is the dumbest state in America. That title used to belong to Florida with their inability to master a ballot, but electing and then reelecting a c- actor to be our governor takes the cake.
