Command Line Interface (CLI) is the politically correct term for DOS. In WinXP you click Start, Run, enter cmd in the box, and finally click the OK box. This brings up a DOS window that allows you to enter all of the old DOS commands and a few new commands.

I still have a few programs that I use from time to time that require this. They have not been updated (or replaced) in over 10 years. Also libprs500 runs from both a GUI in Windows and a CLI.
