It sounds like you're describing a full circle situation. New leaders would arise simply because they actually waded through the filler and on to good information. In the long run, the scenario would at best be temporary.

To ensure everyone could benefit from knowledge and information would be contradictory to your view, since leaders would have to be appointed to destroy most of the information that wasn't enriching.

I don't see how anyone could buy the Utopian view if they've observed their peers in the human race for long.
