Your kindle from target had 3.0.2.
This is now 3.1.

In any case, not only wouldn't your Kindle be downgraded, but the Kindle CAN'T be downgraded even if you want to, at least not by the usual processes.

As I hear it (from these forums) your ability to remove and add hacks will be broken for now, but if the hack is in place, it will stay in place and continue working. If you first enable the USB networking hack (and know what you are doing) I hear you can still manage the hacks after the upgrade.
