Install Hotspot Shield on your laptop.
To buy books from the B&N website first start Hotspot Shield to get an US IP-addres than buy books from the B&N website.
You only need the VPN (Hotspot Shield) to buy books. As soon as the books are bought they can be downloaded anywhere in the world.

If your NC has a Wifi connection you can download the books on the NC.
If your NC has no Wifi connection you need to download the books to your PC, than copy them to your NC using the USB cable.

I assume that Hotspot Shield will also allow you to download library books, but I am not sure.
