Yes, what they said. Library computers usually don't have ADE, so you could only get non-DRM'd books off a library computer (like the ones on this site here). The Ebook library that my library subscribes to specifically says you can't download books to library computers.
I tried it out at my library, just out of curiosity; I was able to save the link to the DRM'd book to my flash drive which I had plugged into the library computer, but then when I plugged it in at home, it had to go to the internet to actually collect the book, so the whole thing is pointless.

So as far as I can see your only options are a) only read non-DRM'd books or b) get a Wifi laptop to get connected elsewhere.
