There are 2 kinds of DRM that can be attached to Mobipocket files.
One of them is the old Mobipocket DRM, which Amazon in its infinite wisdom decided not to officially support on the Kindle. This is what's used at libraries and sold as "Secure Mobipocket" in the non-Amazon stores.
The other is the newer Kindle DRM, which is not backwards-compatible with older/non-Amazon Mobipocket-supporting devices.
Apparently the difference between them is pretty minimal and can be "fixed" with a script which just modifies some minor stuff to allow a Kindle to read the files without stripping them.
