Cussler (at least his pre-1990 stuff) is my favorite author. I'd recommend Jack Dubrul's first 4 or 5 books, closest thing to Cussler I've ever read, though not specifically ocean thrillers. Also try Cibola by David Wood, an Indie author.
There aren't a lot of authors quite like him, but those two get fairly close.
