The two dictionaries are permanently stored inside the Kindle firmware and are not removeable through normal means.
The dictionaries aren't supposed to appear in your Archived Items list as you're not supposed to be able to remove them from your device at all. If it is really annoying you then you should be able to remove it from the Your Orders part of the Manage Your Kindle. I'd just leave it personally since it doesn't affect anything anyway since it takes up zero space on your Kindle.
