I don't think this is quite right. As far as I'm aware, "Sushi" is not restricted to being topped only with raw seafood, nor is said seafood always raw. "Sushi" refers to the dish where sweet, vinegar-y rice is either topped with or rolled around other ingredients. "Sashimi" is just the raw (well almost always raw), sliced seafood served by itself, other than accompaniments.
