Okay, that is a valid complaint, but it isn't really PB's fault. I get exactly the same behaviour on my Sony PRS-505 (in fact, it is even slower). It seems to be a problem with Adobe's Reader program in general. That doesn't make it less painful to use, but it does mean that every other device out there that uses Adobe Reader Mobile will have the same problem.
When I first did my timing tests 6 weeks ago, I saw that FBReader was even slower at chapter and section breaks than AdobeViewer. Since then, the situation seems to have reversed. I don't know if FBReader was sped up in the new firmware. However, O'Reilly recently released new versions of their EPUBs with improved fonts and readability. I just did a comparison with the previous versions on my 902, and the pauses at chapter and section breaks are much longer for the new versions than the old ones (in fact, I noticed this behaviour on my PRS-505 first since the pauses are longer there). It would be interesting to see if anyone else has noticed this out on the web.
