Sorry but I can't quite draw the connection with your speeding example.

To me the library issue is like saying that they will lend to Chevy, Ford and Chrysler drivers but not Honda or Toyota drivers (to use a car analogy). Who cares how I get to the library?

The books are there to be freely lent out for reading. I check out a book and freely read it. If the purpose of DRM on a library book is to prevent the book being copied and kept or distributed illegally, and I police myself, then I consider myself as being in compliance with the spirit of the law, if not technically so. No harm, no foul.
