I think it has more to do with increased competition in the US. I think in canada Kobo has a relatively large market by virtue of increased availability in canada. borders likely has more competition from the Nook which you cant easily buy in canada nd the kindle which is online only.

If borders wants to compete in the ebook market they need to move some units so that customers will buy ebooks from them and not from amazon.
