Probably not the best person to try and help as I've bought nothing from Google, but I do have a few freebie books on my account so I'll give it a try.

Go to "My eBooks" and click on the book you want to download. On the right hand side under "Read Now" look for a link that says "Read on your device" and click it. Towards the bottom of the page should be buttons to "Download EPUB" or possibly PDF. The book I tried is DRM free so clicking the button starts the download process like any other file. If the book has DRM I'd assume you'll get a .acsm file to download which would need to be opened with Adobe Digital Editions or Sony's software in order for it to download.
