At home I drink my tea from a large tankard/stein. It holds one liter. I usually drink three or four of these during a normal week day, more on the weekends. But that's at home... Many years ago someone told me that Imperial Gunpowder would have hallucinogenic affects, so of course I brewed up several very strong mugs of the stuff. My whole body was buzzing most uncomfortably and it was an experiment I never repeated. No hallucinations... just a LOT of caffeine!

That makes a very good starting place. I think we also need to take into account the leaf size too. Some teas are a rather fine, almost powder, while others have large chunky leaves. A teaspoon of the powder would be a LOT more tea than a teaspoon of large leaves.

Then we need to adjust for individual tastes too. I like to make a stronger cup than my wife does. Where she might use a teaspoon, I might use two. (This is per normal sized tea cup, not my regular tankard.)

When I sit down to fill my tea bags, I use a large soup spoon. As an average, 3/4 of a rounded soup spoon is my starting point. Fine leaves get a bit less, large leaves get a full spoon. Sometimes this actually works.
