This article claims that Apple hasn't changed anything in their agreement but simply enforcing the existing one.
edit: in that same article there seems to be mention of a new change.
I'll stand by initial assertion... it is still too early to start placing blame. All parties involved are being deliberately obtuse... maybe to gauge the winds of commentary to see who will blink first.
