There's no contradiction on those two statements . US and UK law both consider that a customer's PC is the point of sale, and publishers can't ignore their contracts which restrict them to selling books only to people in countries that their contract permits them to.

I'm sure this matter will sort itself out, but it's going to take a few years to do so. New authors would be well-advised to sign non-exclusive world-wide distribution deals for their eBooks.
